REFUSED. Reason(s) for refusal:-

  1. It has not been adequately demonstrated that the proposed development is reasonably necessary for the purposes of agriculture. As such the development would not benefit from the permitted development rights afforded under Schedule 2 Part 6, Class A of the General Permitted Development Order (as amended). Moreover, the proposed building would be visually intrusive, affecting the openness of the Green Belt and character and appearance of the countryside, contrary to saved policy HD20 of the Harrogate District Local Plan and policies SG3 and EQ2 of the Harrogate District Core Strategy DPD.
